Internet/Computer Use Policy

Please read the following Vaughn Public Library Internet/Computer Policy. After accepting the policy, you may logon to this workstation with your valid (in good standing) library card or guest barcode. Using another person’s library card or another person’s guest barcode is prohibited. Logon instructions also follow.
Time limit is 60 minutes per day with the possibility of a 30 minute extension. To ensure a time extension, please notify library staff at least 5 minutes prior to your time expiration. Please logoff when finished by going to start icon and selecting “logoff.”
Flash drives and headsets or earbuds are available for purchase at the Circulation Desk. Printing charge is 20 cents (b&w) and 50 cents (color) per page. Please ask Library Staff for prior approval if you plan to provide your own paper.

The mission of the Vaughn Public Library is to be the community's gathering place that provides access to information, resources and endless possibilities for all. It is within the scope of this mission that the library provides free public access to the Internet.
The Internet is a global entity available to a diverse segment of world society, and patrons use it at their own discretion. The Vaughn Public Library does not use Internet filtering devices and does not monitor Internet activity. Therefore, the Vaughn Public Library has no control over the information available through the Internet and it cannot be held responsible for the content of Internet sites. Prior to being granted access to the Internet, all patrons including those under16 years of age, are required to accept this Internet Policy. The Internet is equally available to patrons of all ages. Parents and guardians are solely responsible for monitoring the information their children access through the library's Internet workstations. Parents and children are encouraged to read about and discuss appropriate use of the Internet.
The Vaughn Public Library strives to provide fair and equitable use of library computers for Internet access while complying fully with the Neighborhood Children's Internet Protection Act (NCIPA) and the Children's Internet Protection Act (CIPA)* as interpreted by the United States Supreme Court in June 2003. To that end, the Vaughn Public Library does not use federal money to either purchase computers that will access the Internet or to purchase Internet access. In addition, the Vaughn Public Library does not receive an E-Rate discount for internal connections or Internet access.
*What is the Children's Internet Protection Act (CIPA)?
In a nutshell, the Children’s Internet Protection Act requires public libraries to install Internet filtering software on all of its public access computers if the library uses federal money to purchase computers that will access the Internet or to purchase Internet access. In addition, libraries that receive an E-Rate discount for internal connections or Internet access must comply with CIPA.
For assistance on protecting their children, parents and guardians are also directed to "Child Safety on the Information Highway"( http://www.safekids.com/child-safety-on-the-information-highway ) and “Kids Rules for Online Safety” (http://www.safekids.com/kids-rules-for-online-safety/) produced by the National Center for Missing and Exploited Children and Inter-active Service Organizations.

Use the Internet or computers for illegal activity
Download and install software to the hard drive
Save files and documents to the hard drive
Computer Use Procedures
Guest Card: Guest cards are intended for non-resident adult visitors (who do not reside in the library service area). Non-resident visitors under the age of 16 may request a guest card if accompanied by a parent or guardian. Residents of the library service area are expected to get a library card.
One Patron per Computer: In consideration of other patrons, limit of one patron per computer. Exceptions under special circumstances may be allowed by Library Staff.
Time Limits: To ensure free access for all patrons, the library has installed software known as "Pharos" on all computers to manage user time limits. The length of time a computer is available is 60 minutes daily with one 30 minute extension daily except for library sponsored programs or special needs as determined by library staff. All users must have a valid (in good standing) library card to logon to the computer or request a guest username and password created by Library Staff. If a user has forgotten their library card, Library Staff will look-up their barcode one-time and the user will need to pay for a new library card if they do not bring their library card on the next visit.
Reservations: Computers cannot be reserved and are available on a first come first served basis. However, when all computers are in use on the main floor, patrons may opt to join a queued wait list.
Hours of use: All computers, including those in the Simpson Technology Room on the second floor, are available during open hours. The Simpson Technology Room closes approximately 20 minutes before the library closes.
Simpson Technology Room: Children under age 16 are not permitted in the Simpson Technology Room. Computers in the Simpson Technology Room do not have a queued wait list and are available on a first come first served basis for 60 minutes daily with one 30 minute extension daily except for library sponsored programs or special needs as determined by Library Staff. Food and drink are not allowed in the Simpson Technology Room.
Printing: Print from the public computers is available at the cost of $.20 per page (B & W) and $.50 (color). Please ask Library Staff for prior approval if you plan to provide your own paper.
Accessories: Headphones and earbuds may be purchased at the library checkout desk for $3.00. Library users may also bring their own headphones. Flash drives may be purchased at the library Circulation (checkout) Desk for $4.00.
Saving Files and Documents: Vaughn Public Library computers do not allow the user to save documents or personal files to the hard drive. All documents that are saved must be saved to a peripheral device belonging to the user. The Vaughn Public Library is not responsible for loss of data that may occur when saving documents.
Enforcement and Compliance
Library Staff is responsible for enforcing this policy. Failure to comply with this policy or with Library Staff directions may result in temporary suspension of Internet/computer privileges by Library Staff and/or permanent suspension of Internet/computer privileges at the discretion of the Library Director and subject to review by the Vaughn Public Library Board. In addition, failure to comply with this policy or with Library Staff directions may result in restriction or termination of the user's other library privileges and may also result in prosecution under local, state or federal laws.
